Seneca County, Ohio, is home to a vital program that brings peace of mind to families caring for loved ones prone to wandering due to cognitive conditions. Operated by the Seneca County Sheriff’s Office under the leadership of Detective Misty Wheeler, Project Lifesaver is an international search and rescue initiative offered free to participants. The program provides wearable transmitters to at-risk children and adults, helping deputies locate them quickly if they wander. According to a recent article by Sheri Trusty, Seneca County Sheriff’s Office Public Relations Coordinator, the program has been a “godsend” for local families.

A Beacon of Hope for Families

For nearly 17 years, Lynn Darfus has cared for her husband, who has early onset dementia. As his condition progresses, he has begun to wander, a frightening development for any caregiver. “It’s been a godsend for us. He just recently started wandering off, and I can rest easy a little bit, knowing someone will help us when that happens,” Darfus said. Her husband is one of 19 clients enrolled in Seneca County’s Project Lifesaver, which supports individuals with conditions like autism, dementia, or Alzheimer’s disease. “Anyone with a medically diagnosed condition that makes them prone to wander qualifies for the program,” Detective Wheeler explained.

Another resident, identified only as “Linda” to protect her son’s privacy, cares for an adult son with severe autism. She regrets not knowing about the program sooner, saying, “I would have loved to have had this when he was little. He’s always been a runner.” Linda added, “I’ve been so grateful for Project Lifesaver. It puts my mind at ease.” She hopes more parents of children who wander will learn about the program, noting, “I don’t think a lot of parents know it’s available if their children are runners.”

How Project Lifesaver Works

Project Lifesaver equips participants with transmitters worn on the wrist or ankle, each emitting a unique frequency. Sheriff’s deputies carry receivers in their cruisers, which detect the transmitter’s signal, acting like a metal detector that grows stronger as it nears the missing person. This technology allows for rapid location of individuals who wander, reducing the risk of harm. Detective Wheeler visits participants’ homes approximately every 60 days to maintain the transmitters, ensuring they are clean, functional, and have fresh batteries.

“Detective Wheeler is fantastic. You couldn’t ask for anyone better,” Darfus said. “She’s very helpful, polite, and knowledgeable. You can tell she genuinely cares. I think the world of her.” Linda echoed this sentiment, calling Wheeler “great” and emphasizing the immense relief the program provides. “This has been such a major weight lifted off me. There’s no price you can put on it,” she said.

Community Support Makes It Possible

Seneca County Project Lifesaver is offered at no cost to families, thanks to the generous support of local Lions Clubs in Attica, Bascom, Bloomville, Fostoria, Old Fort, Republic, and Tiffin. “They fundraise for us so we can offer it for free,” Wheeler said. “The Lions Clubs deserve a lot of credit.” Cindy Beat, Seneca County Project Lifesaver President, was instrumental in bringing the program to the county. Inspired by her experience caring for her stepmother with dementia, Beat saw the value of the program after learning about its success in Erie County. “I thought it would be a good fit,” she said.

The Seneca County Sheriff’s Office’s commitment to Project Lifesaver helps prevent tragic outcomes often heard in national news, where missing individuals with cognitive conditions are found far from home—or not found in time. “This program helps prevent that from happening and reduces stress on the family,” Wheeler said. Darfus agrees, stating, “Seneca County is lucky to have Project Lifesaver.”

For families like Darfus’s and Linda’s, the program is more than a safety net—it’s a source of hope and security. By combining advanced technology, dedicated law enforcement, and community support, Seneca County Project Lifesaver ensures that vulnerable residents are protected, and their families can rest a little easier.

OHIO | As the Fourth of July illuminates the skies with fireworks, Ohio celebrates a different kind of soaring symbol—its thriving bald eagle population. According to the Ohio Division of Wildlife, the state has reached a remarkable milestone with 964 confirmed active bald eagle nests documented across 87 of its 88 counties. This update, shared just ahead of Independence Day, highlights the incredible comeback of America’s national bird, once teetering on the brink of extinction in the region.

A Nationwide Triumph Rooted in Ohio

The bald eagle, once an endangered species with only four nesting pairs in Ohio in 1979, has made a stunning recovery thanks to decades of dedicated conservation efforts. Removed from the federal threatened and endangered species list in 2007 and from Ohio’s list in 2012, the eagle’s resurgence is a testament to the power of habitat protection and community involvement. The Ohio Division of Wildlife emphasizes that this success story proves what can be achieved when we prioritize the conservation of natural habitats.

Ottawa County Leads the Way

At the forefront of this revival is Ottawa County, located along the shores of Lake Erie. Boasting the highest number of bald eagle nests in the state with 112 confirmed active nests, Ottawa County has become a hotspot for these majestic birds. The county’s proximity to Lake Erie provides an abundance of fish, the eagle’s primary food source, and ample wetland habitats ideal for nesting. This thriving population underscores the importance of preserving these critical ecosystems, making Ottawa County a shining example of conservation success.

Seneca County’s Remarkable Growth

Another inspiring story of growth comes from Seneca County, where the number of bald eagle nests has risen dramatically from just 7 in 2012 to 36 in 2025. This nearly fivefold increase reflects the broader trend of eagle recovery across Ohio, driven by cleaner waterways and restored wetlands. The Sandusky River, running through Seneca County, offers a vital habitat that has supported this resurgence, showcasing how targeted environmental efforts can yield significant results over time.

 

A Statewide Phenomenon

While Ottawa and Seneca counties stand out, the bald eagle’s presence is felt statewide. Sandusky County follows Ottawa with 61 nests, and Erie County reports 40, reinforcing the concentration of eagles near Lake Erie’s rich resources. Remarkably, active nests have been documented in all but one Ohio county—Meigs County in southern Ohio remains the sole exception. This near-universal distribution highlights the eagle’s adaptability and the effectiveness of conservation initiatives across diverse landscapes.

The 2025 bald eagle nest census, supported by over 1,800 reports from citizen scientists, underscores the critical role of public participation. Letter From The Editor – June 22nd, 2025

Good Evening Readers & Informants,

Over the last six months, several audits have been initiated into private businesses and government entities. To briefly highlight some of the most notable topics, I have been investigating Evergreen Poplar LLC, dba Poplar Village, for potential fair housing and ORC law violations. A large records request and a letter of intent to file for a writ of mandamus have been served to the Ohio Manufactured Housing Program (MHP), a division of the Ohio Department of Commerce. After covering this topic for over six months, WTOL News finally stepped in to interview residents.

I have also been examining the relationship and cash flow between the City of Fostoria and Win Waste Innovations/Sunny Farms Landfill. The most recent financial record shows $84,000 paid to the City of Fostoria for leachate processing.

Additionally, I have been investigating Tiffin West Apartments, managed by Millenia Housing Management, and Willow Creek Apartments. Both locations face ongoing issues with water damage, broken appliances, garbage overflow, high grass, and electrical problems. Willow Creek has a sinkhole in the middle of a walkway. Most recently, multiple community members have requested that I begin recording Village of Arcadia Council Meetings. I have received financial records from one of two public records requests. The second request, for communications, will be retracted, revised, reduced, and resubmitted, specifically targeting council-member, official, and employee email communications. It’s clear that village officials view me as a threat as I probe into the functions of this local government. The dynamics of this small town of over 500 residents differ significantly from Fostoria, with its population of 13,046.

On a positive note, I recently interviewed the owner of Pop Pop’s Kettle Corn, a new and growing business in Fostoria. I also toured and collected video footage of Custom Glass Solutions, a company that has doubled its workforce in the last year. The following has been growing at a rate of 100-150 new followers per day. The YouTube following currently stands at 3,650 subscribers, with all monetization criteria nearly met. Based on current trends, I anticipate full monetization of YouTube videos by July 1st.

In a town this size, the customer base is inherently small, and businesses compete for the same dollars. For example, if a local boutique relies solely on Fostoria residents, it’s drawing from a pool of fewer than 5,500 households, many of whom may prioritize affordability over loyalty. Even if every resident shopped local, the revenue potential is capped by the town’s modest population and economic realities.

Compare this to nearby larger cities like Toledo (40 miles away) or Findlay (20 miles away), which offer chain stores, diverse retail, and entertainment options. Residents often drive to these hubs for shopping, dining, or work, spending money outside Fostoria. A 2010 review on Niche.com noted, “The community has very little shopping and nightlife activity… residents have to go out of town for both work and shopping.” This trend highlights a key challenge: Fostoria’s population alone cannot sustain businesses that ignore broader markets.

The Rise of Online Shopping

The “shop local only” mindset also fails to account for the dominance of e-commerce. Over 80% of consumers research products online before purchasing, a trend that’s pronounced even in smaller markets. Fostoria residents, like most Americans, turn to Amazon, Walmart.com, or other online retailers for convenience, variety, and competitive pricing. A local business without an online presence or digital marketing strategy is invisible to these shoppers. As a Columbus-based digital marketing guide noted, “An effective digital strategy isn’t just helpful—it’s essential for survival and growth.”

Sometimes small businesses lack the resources or expertise to compete digitally. Many don’t invest in search engine optimization (SEO), social media, or targeted ads, assuming local loyalty will suffice. Yet, without a Google Business Profile or active social media, they’re outranked by larger retailers or even nearby competitors in Findlay or Tiffin. The result? Local dollars flow to online giants or out-of-town stores, and Fostoria businesses struggle.

Consumer Behavior and Competition

Shoppers in Fostoria, like anywhere, prioritize value, convenience, and quality. The “shop local only” mindset assumes residents will overlook higher prices or limited selection out of civic duty. However, with 76.7% of Fostoria workers driving alone to work (often to nearby cities), they’re exposed to big-box stores, malls, and chain restaurants. These alternatives offer lower prices, broader inventory, and perks like free shipping or loyalty programs—features small businesses rarely match without strategic marketing.

For instance, a Fostoria hardware store might expect local support but lose customers to Home Depot in Findlay, where prices are lower due to economies of scale. Similarly, a local café competes with Starbucks or Dunkin’ in nearby towns, which leverage brand recognition and mobile apps. Without advertising that highlights unique offerings—like community events, local sourcing, or personalized service—Fostoria businesses fail to differentiate themselves. A 2023 marketing guide for Ohio businesses emphasized, “Local SEO optimization… and social media marketing play a vital role in connecting with Ohio consumers.” Yet, many Fostoria owners lack this knowledge, leaving them vulnerable.

The Economic Ripple Effect

Fostoria’s history of deindustrialization compounds these challenges. Once a hub for factories like Autolite, the town lost jobs to NAFTA and plant closures in the 1990s and 2000s. Today, manufacturing, healthcare, and retail dominate employment, but many residents commute to larger cities for work. This reduces daytime foot traffic and local spending.

When businesses close, the ripple effect hurts the community. Fewer jobs mean less local income, driving more residents to shop elsewhere. The cycle reinforces itself: limited shopping options push consumers out of town, while businesses that rely on “shop local” loyalty can’t survive. A Path Forward: Smarter Marketing, Not Just Local Loyalty

Fostoria’s small businesses can thrive, but not by guilting residents into shopping local. Instead, they need education and investment in modern marketing. Here are actionable steps:

  1. Embrace Digital Marketing: Optimize Google Business Profiles, use local SEO, and engage on social media. A Fostoria bakery could post Instagram reels showcasing daily specials, targeting nearby towns like Tiffin or Fremont.
  2. Target Broader Markets: Fostoria’s location, with access to 138,000 people within a 30-minute commute, is an asset. Businesses should advertise in Findlay, Tiffin, or Toledo to draw regional customers.
  3. Highlight Unique Value: Host events, offer loyalty programs, or emphasize local ties. A Fostoria boutique could partner with a coffee shop for a “shop and sip” event, promoted via targeted Facebook ads.
  4. Collaborate Locally: Join forces with other businesses for cross-promotions. The Ignite 419 conference in Fostoria showed the value of networking with local experts to solve business challenges.
  5. Seek Resources: The Fostoria Economic Development Corporation offers support for marketing and growth. Programs like OhioMeansJobs can connect businesses with talent to manage digital campaigns.

Conclusion

The “shop local only” mindset ignores the town’s small population, economic constraints, and the realities of modern consumer behavior. With just 13,046 residents, limited disposable income, and competition from online retailers and nearby cities, businesses can’t survive on local loyalty alone. As a child growing up in this great country I was beguiled and bewildered while learning about the history of this great land and understanding how great America was.

I was amazed at her beauty and proud to be a member of a great nation that was given its freedoms by God and  Happy to know that all of those freedoms were equal amongst everyone and revered worldwide.

Until my father told me that nothing is guaranteed in life especially in America except death and taxes.

As time went on I come to realize that I was born into this type of life, where your taxes are being taken out of your pay by a government who claims that it’s necessary to keep the government functioning. Boy was I in for a big surprise when I found out that that was not the truth.

You see up until the early 1900s there was no such thing as an income tax. all of America’s governmental wealth was achieved by tariffs. All of the government’s income was brought in by those tariffs. And every other government worldwide did the same.

We had to pay tariffs to ship our products that we made in abundance here at that time to other countries so we did the same to other countries when they sent us their products. Everybody charged each other tariffs there were no taxes on the population’s income, at least not here.

What people fail to remember is we left England and Europe because of taxation because of the necessity for freedom of religion and for freedom overall. We even had conflict over Taxes right here in America. Remember the Boston tea party. I’m sure you Gen-xers will remember being taught about the Boston tea party and that it was fought over a measly 2%. We said they are not going to take our money and they are not going to raise our taxes on tea, which was a daily staple in our lives.

I believe that the so-called conspiracy theory that the banks and the government wanted to take the population push them into poverty by taxing them for everything they earn.

And if that wasn’t enough texting us on what we heard they decide to text every single thing that you buy sell appropriate or imagine.

That’s right I said imagine I’m sure you’ve heard of a thing called unrealized gains.

You know where they tax you this year for what they think you’re going to make next year and even if your business fails or you don’t make that much it doesn’t matter you’re still going to pay taxes on it a year in advance. And now you got to pay taxes to die and be put in the ground.

The supreme Court ruled at one time that taxation on income was illegal and it was against the Constitution and that taxes were only to be appropriated during wartime.

So the government and all of its wisdom decided that that was the only way to get money from us legally they were put us into war for the next 85 years  look at it however you want, but have we not been in some sort of conflict somewhere in the world continuously for the last 85 years.

And if that is not enough proof how about this there was never a written law stating that you were required pay any income tax.

Income tax was started during war time and being good Americans we allowed it to help supplement the war effort but they just kept feeding us the same line that it was helping the war effort because we were in a war somewhere in the world all the time like good little sheep.

Love him or hate him Donald j Trump is initiating tariffs again trying to reduce our burden as citizens to keep the government functioning with our money It is not a new tax on us we are not being taxed and yes the price will go up temporarily until everything settles into place and the other countries reduce the tariffs that we have to pay on they’re goods. That’s good trade practice no matter how you look at it.

Just think of the old analogy how many times can you tax a dollar did you know that $1 is taxed beyond its actual value $1 is  taxed approximately $1.17 cents which means you owe the government on every dollar 17 cents above the actual taxes.

And that’s what DOGE is trying to do by stopping the government from spending all of our money on frivolous bull crap.

It would be a different story if the government took our tax money and spent that on things that we could use here in our own country or for each individual but because of all the money that they’ve spent and put us 36 trillion dollars in debt instead of having some sort of prosperity we are born with hundreds of thousands of dollars of debt in this country.

So let’s stop screaming about Doge and President Trump trying to make it all makes sense by making what taxes we do pay mean something and go for something that we need.

Unless of course you enjoy spending 23 to 28% of your earnings to the government and for some of us who have businesses of our own upwards of 58% in taxes

So I guess what really burns me this time isn’t so much The taxes themselves it’s all the people crying and complaining that this administration is trying to stop that stuff from happening.

What really burns me

 

I believe that I have a unique perspective on this executive order that was signed into law by President Trump stating that all truck drivers have to have a firm grasp on the English language Read write and speak.

I have a unique perspective as I am a truck driver, owner operator, with my own business, and I see everyday now, that this type of executive order should have been implemented long ago.

I’ll put this in a perspective that might make all of you understand why this is a good thing. I drove truck overseas and no not just for the military I drove in Germany and all around Europe from Italy all the way up to Ireland Scotland and England and I did so with a German CDL.

After I got out of the military I took what was called a European out I was an expat. When I got out I decided that I wanted to go and drive a semi which was one of the best things I’ve ever done but to do that in Germany, guess what I have to do, I have to speak read and write German I have to understand the language I have to understand The road signs other drivers and the laws and I have to understand them in German. I had to take the driving test in German I had to also learn something that’s called hochedeutsch which is a higher form of German lovingly referred to as business German. That way when I communicated with shippers and receivers I would have a higher understanding of the language and know more business German to be able to do the job correctly.

But that is something we don’t have here in America we do not force people that come here to this country to speak English, we used to, but that was for those who were trying to become citizens. Now you don’t have to do that anymore if you don’t believe me just look at the over 15 million illegal immigrants that don’t speak English.

I don’t know if you knew this but in New York City and many other cities across America you can take the driving test in multiple different languages languages such as Spanish Korean Farsi Chinese and many others. Taking the test in your own language defeats the purpose of having a driving test if you can’t read the signs or speak to anyone in English What are you going to do when there’s an emergency involving yourself or how about what are you going to say to the EMS or police when something goes wrong on the road What are you going to say when someone dies because you couldn’t read a sign and just happened to go down the wrong road and have a head on collision with someone?

I used to see it sporadically but now I see it almost daily where some driver is at a shipper or receiver holding out their phone with a translating app talking to the shipper or receiver. And it’s all fine and good You have a translator there but the time that it takes that to translate a conversation back and forth could be the time necessary to save someone’s life or the time necessary for you to be able to read a sign and stop from going down the wrong road and causing an accident or God forbid something worse.

President Trump has given the FMCSA (Federal motor Carrier safety administration). 60 days to find these folks who don’t speak the English language with enough fluency to hold a CDL and revoke their license and I 100% agree.

If you go to a foreign country for any length of time longer than a vacation You are made to learn their language, speak read and write it. And out of respect you should That’s the problem here is the people that come here don’t have any respect for us for our language and for the families and people traveling our highways.

I hope that President Trump cracks down on them and makes sure that the FMCSA actually goes out there and starts pulling licenses if you don’t speak the language if you can’t read the signs you can’t write down any information You don’t deserve a CDL there are times when you receive a bill of lading that you have to be able to read it and follow the instructions on it or you could get violated and lose your license anyway.

To the states That give the licenses out if they don’t speak English they don’t get to take the test. give it to them in English and only English no second languages no third languages this is an English-speaking country and we should be demanding English speaking drivers both car and semi trucks

Auto parts stores. Fraud? Scam?

the “CORE” of the problem.

 

This is “what really burns me”.

 

If You have ever leased or currently Make monthly payments for, or own outright a vehicle, then You have been through this, most likely, multiple times. Especially if you do a lot of your own repairs.

If you haven’t guessed it already I’m talking about CORE charges.

That is the added extra charge that can make your bill go from the cost of the part, which is exorbitantly high in this day and age, to a price that is, for some, unaffordable at the moment. But no worries It comes with the promise of reimbursement for total cost of the core which is for those that don’t know, The part that is being replaced or the damaged part.

All auto parts stores do this You buy a new part to replace one that is damaged, but you have to return the damaged part to the store Where you bought the new one to get your money back. On what is called a core charge.

So they want you to bring a damaged part to the store where you buy the new one but they charge you money before you bring it back and they promise you a reimbursement as an incentive to bring them the broken part.

This used to be something that I had no issues with until I did a little bit of digging. This core charge has been going on for a long time. Even before you could buy used, reworked,  remanned, or refurbished, parts from the store.

It had always been something that you would have to buy from a junkyard if you wanted a used part, which of course has restrictions by the government that state certain parts can not be reused regardless of how good of a condition they were in.

What the auto parts companies were doing, was taking those cores, reworking  or rebuilding them, whatever was necessary to put them into a good condition of usability and reselling them at close to full price.

After a long time they started to sell these parts for a little bit less money and they would call them remanned or rebuilt or refurbished, and the stores themselves would sell them.

People would buy those parts to save a little bit of money because they did cost less than brand new parts.

Here’s the problem, if a person owns something then that person owns every single part of that something. As in vehicles if I own a vehicle then I own every part of that vehicle, broken or otherwise.

So to charge me a core charge, regardless if I’m going to be reimbursed or not, is not something that should be automatic or forced.

The auto parts stores will automatically put that into your bill of sale charge you automatically and if you say no that you’re not going to pay a core charge, then they will not sell you the new part until you’re willing to pay the core charge, or basically a promise (by monetary force), And in that way they are forcing you to bring them that part that is broken. And yes I know you’re saying that “they are going to reimburse you” which is true if that always happens.

So they force you to bring back that part and usually about 70% of the time you will get your reimbursement. The rest does not happen. I myself have spent months even a year or more waiting for a reimbursement, on one part, and I’ve never received it but I digress.

They force you to bring them that broken part so they can fix it and resell it.

But now things are changing and a lot of the auto parts stores will not sell the reworked or refurbished parts but they still want to continue to charge you for the core.

Now here’s the fun part they no longer sell the refurbished parts,  but still charge you for a core, and expect you to bring that core back or lose that money.  And they still refurbish the parts but they package and sell them as brand new.

And I know you’re not going to believe that but it’s happening in the trucking industry and it’s starting to happen with regular vehicles.

So you say, “what if a person doesn’t want to pay the core charge”?  then you will not be able to buy the new part and if you don’t bring back the core of course you lose that extra money that you pay on the original sale. And with some parts, the core charge is almost as much as the new parts charge, up to 90%.

So you’ll pay almost double for one new part because you decide you want to keep the broken part. maybe reuse it, repair it yourself and put it in another vehicle, or for any other reason you so desire.

It is your part, right?

Then that comes down to the auto industry itself and those who make these parts. They make things harder and harder to fix on your own because they would lose money. Auto mechanics and shops would lose money, and then the dealerships mechanics, and shops would lose a fortune.

So the harder it is for you to fix on your own the better for them therefore they still charge core charges, to manipulate that part from you,  so you don’t try to fix it yourself and they resell it as a new part. They almost double their money because they’re selling a part twice and you lose almost double your money on the price of a new part because, if you refuse to bring back the core, which you own, You get no reimbursement.

I think the auto industry and the auto parts industry make more than enough money in this world than to have to turn around and force us to give them money for a used or damaged part so they can refurbish it and then resell it.

I’m sorry if I own it I will only give it to you if I choose to, and not because you try to manipulate me. It is my property therefore I do not have to give you any part of it. And you will not charge me money, as a so-called “incentive” to bring back something that I own and give it to you for free. Because that’s what it is, after you reimburse me my money for the piece of property that I own. You’re still taking that core that means it’s a free part for you to fix and resell.

I may be making this harder for myself to buy new parts but I will never ever pay a court charge again until they start selling, in the store, reworked parts, labeled as such, not reworked parts selling them as new while still taking the core which is still  your property to continue that cycle
