FINDLAY — Neighbors who live near Fox and Davis streets in Findlay say off-campus parties they blame on a group of University of Findlay students have gone from an occasional nuisance to a weekly ordeal. They describe loud music, screaming and cars racing down their street. The complaints aired Tuesday morning, Oct. 20, in an “On Your Side” segment on FOX 36 Toledo, under the banner “Findlay Residents Fed Up With Noisy Neighbors.” 13 Action News (WTVG) reporter Brianna Weaver also published a report on the complaints.
The segment showed a newer two-story house with gray vinyl siding. FFP is not publishing the address, and none of the people living there were named in the reports.
“Not when it’s Project X every weekend”
Three neighbors spoke to 13 Action News on the condition that they not be identified. They said they have faced backlash from the students. One woman said she has lived in the area since 2020 and that houses off Fox and Davis streets have hosted parties for the past six years, but that this year has been far worse.
She said she and her husband knew they were buying in a college neighborhood and don’t mind an occasional party. “We want these kids to have fun and just be safe, but not when it’s Project X every weekend,” she told the station. That’s a reference to the 2012 movie about a house party that spirals out of control.
Another neighbor said most of the parties have been held outdoors, with screaming and yelling that is “just so overwhelming.” A third described the students as aggressive and confrontational and said they turned the music up louder when asked to quiet down. “It’s to the point where it’s so annoying that I just want to move,” one neighbor said, according to 13 Action News.
Speeding worries
The neighbors also raised safety concerns about traffic. One said drivers speed through a shared driveway and down the street, which is posted at 25 mph, at what she estimated was 35 to 50 mph. She said many children live in the area.
Police, university and city
Neighbors said they have called police several times but that officers stay only a few minutes. One woman said she went to the University of Findlay twice and was told the school’s “hands are tied” because the homes are off campus. She said she also went to the mayor’s office and was sent back to police. The university had not responded to 13 Action News’ request for comment, according to the station.
FFP found no public statement from the Findlay Police Department or City of Findlay about these complaints. No call counts for the address have been released, and no arrests or charges tied to the parties had been reported as of Tuesday morning. The reports also didn’t include any comment from the residents of the house or its owner.
What the law says
Findlay’s codified ordinances include two sections that apply to complaints like these. Section 509.10 bans running any “sound amplification system,” including radios, speakers and other electronic devices, so that it is “plainly audible” 50 feet or more from where it’s playing. The ordinance says words don’t have to be understandable to count, and bass reverberations are included. A first offense is a minor misdemeanor, and each later offense is a fourth-degree misdemeanor. You can read the section in the Codified Ordinances of the City of Findlay.
Section 509.03, the city’s disorderly conduct law, covers people who recklessly cause “inconvenience, annoyance or alarm” by making unreasonable noise. Disorderly conduct is usually a minor misdemeanor. It becomes a fourth-degree misdemeanor if the person keeps going after a reasonable warning or request to stop.
The University of Findlay’s own noise policy, which applies on campus, sets quiet hours from 10 p.m. to 10 a.m. Sunday through Thursday, and from midnight to 10 a.m. on Friday and Saturday nights.
Residents can report noise or other non-emergency problems to Findlay Police dispatch at 419-424-7150. Call 911 for emergencies. FFP will update this story if police, the city or the university comment.
