TOLEDO — A tank holding an industrial chemical exploded Tuesday night at a tank terminal in north Toledo, forcing nearby residents from their homes and leading city officials to order everyone within three miles to stay indoors. As of late Wednesday morning, the chemical was still being released and both orders remained in effect.
Latest information in this story is as of about 11:45 a.m. Wednesday, Oct. 21. The City of Toledo said its official update page was last revised at 10:38 a.m.
What happened
The explosion happened at about 9:30 p.m. Tuesday, Oct. 20, at the MC Tank Terminal, 1266 Progress Ave., Mayor Wade Kapszukiewicz said at a news conference Wednesday morning, according to WTOL 11. The terminal stores products temporarily before they are shipped by rail or truck. The cause was not known Wednesday morning.
The chemical is glycidyl methacrylate, according to the city and to a statement from MC Tank Transport Inc., a subsidiary of The Kenan Advantage Group. The company described it as “an industrial chemical used to make certain plastics, paints and coatings perform better.”
At 10:48 p.m. Tuesday, Toledo Fire and Rescue ordered everyone within a 1-mile radius to evacuate. At 4:24 a.m. Wednesday, the department ordered everyone within 3 miles to shelter in place, according to the City of Toledo’s incident page. Officials said the wider order followed more calls from people reporting symptoms and a recommendation from the U.S. Environmental Protection Agency.
Release still continuing
Officials said the tank could remain at risk of another explosion for up to 12 hours after the first blast, and crews stayed back during that window. Fire crews planned to reassess around 9:30 a.m. Wednesday, but 13 Action News reported they were not able to safely get close enough to the site. The station said its drone video taken just before 11 a.m. showed the release was still going on.
Who is affected
- Evacuation zone: Everyone within 1 mile must leave. Officials said that covers about 983 residents in Toledo and Washington Township, including the Raintree Village mobile home park and the Alexis Addition neighborhood. Up to 5,000 people can work in the surrounding industrial area on a normal day.
- Shelter-in-place zone: Everyone within 3 miles who is outside the evacuation zone should stay inside, close windows and doors, turn off ventilation that pulls in outside air and keep pets indoors.
- Shelters: Shoreland Elementary School is open as a temporary shelter. The American Red Cross and TARTA buses are at the Meijer parking lot off East Alexis Road.
- Drivers: The interstate remains open. The city says drivers passing through should roll up windows and set vehicle air to recirculate. Roads around the evacuation area are closed, including Matzinger Road.
- Tap water: The city says tap water is safe because the water source is not contaminated.
Closings
Toledo Public Schools and Washington Local Schools canceled classes Wednesday. Nearby rail lines were shut down, according to 13 Action News. The Toledo Lucas County Public Library closed its Point Place, Lagrange, Kent and West Toledo branches, and the Lucas County Solid Waste Management District site on Matzinger Road and the Toledo Police impound lot on Dura Avenue were closed, WTOL 11 reported. The Blade reported that Stellantis evacuated and shut down its Toledo Jeep plant.
Injuries and health guidance
One person is known to have been hurt: a Lucas County sheriff’s deputy who responded to the scene and drove himself to a hospital. Officials described his condition as not serious. Officials said they knew of no injuries among terminal workers or nearby residents.
The city says glycidyl methacrylate is an irritant that can burn the eyes, nose, mouth and skin. Anyone exposed should shower or rinse the area. For serious symptoms such as trouble breathing, the city says to call 911 or go to an emergency room. Health questions can go to the Toledo-Lucas County Health Department at 419-213-4100. Background on the chemical is available from the National Institutes of Health’s PubChem database.
Dense fog and light wind covered the area Wednesday morning. The city warned that people cannot tell fog from the chemical plume by looking, and asked anyone outside the zones who smells an unusual odor to go inside and close up.
The U.S. EPA is overseeing air monitoring around the edge of the evacuation zone, with more testing planned around the shelter zone, the city said. Results had not been released as of late Wednesday morning.
Officials asked residents not to call 911 with general questions because dispatchers were being overloaded. Official updates are posted on the city’s website, Toledo Fire and Rescue’s social media and Lucas County EMA alerts.
MC Tank said it is working with the Red Cross to arrange emergency lodging and transportation for displaced residents.
This is a developing story. FFP will update it as officials release new information.
