TOLEDO — The state of Ohio plans to fully replace Northwest Ohio Behavioral Healthcare, the state-run psychiatric hospital in Toledo, after concluding its building has reached the end of its useful life, The Blade reported Monday, Oct. 19.
The hospital is one of six regional psychiatric hospitals run by the Ohio Department of Behavioral Health, formerly the Ohio Department of Mental Health and Addiction Services. The hospitals provide short-term, intensive inpatient care and also treat patients committed by criminal courts.
State documents reviewed by FFP back up the plan. In its capital budget request this year, the department called the Toledo hospital the oldest in its network and said it was “originally constructed as a geriatric hospital in 1972” and “is at the end of its useful life,” according to a State Affairs report on the request. The department said the Toledo hospital admits about 350 patients a year.
The department said in June that the state’s new capital budget, Senate Bill 450, signed by Gov. Mike DeWine, includes $36.5 million for more work at the Toledo hospital. The same budget includes $275 million for a new behavioral health hospital in the Dayton area.
The Toledo work is planned in phases. A state construction solicitation handled by the Ohio Facilities Construction Commission describes the first phase:
- A new 26-bed secure patient unit
- A gymnasium with indoor and outdoor recreation
- A new dietary kitchen that will serve the whole campus
- A new police station
- A maintenance building, to be built first
The solicitation says the addition “will be a part of a new future Full Building replacement” that will be designed and built as funding becomes available. In a state question-and-answer document, officials said the full replacement will be built on the current site, to the south near the existing Annex Building, and will borrow design elements from the newer Central Ohio Behavioral Healthcare hospital.
The solicitation also explains why: the hospital has four patient units in the newer Annex Building and one in the older Main Building, and conditions on the Main Building’s second and third floors led the state to expand. A state procurement notice for construction management on the campus improvements was posted Oct. 1, with responses due Oct. 22.
FFP could not read The Blade’s full story, which is behind a paywall, and no timeline or total cost for the full replacement was found in state records.
