TIFFIN – Tiffin voters heading to the polls for the Tuesday, Nov. 3 general election will decide a property tax renewal for mental health and addiction services, a statewide constitutional amendment on voter ID, and a list of state and federal races. Here is what is on the ballot and how to vote.
Mental health and addiction levy renewal
Every Seneca County ballot, including those in Tiffin, carries a 10-year renewal levy for the Mental Health and Recovery Services Board of Seneca, Ottawa, Sandusky and Wyandot Counties, now known as the North Central Behavioral Health Board.
The ballot language describes it as a renewal of a tax at a rate not exceeding 0.7 mill for each $1 of taxable value. The county auditor estimates it would collect $1,043,000 a year, or $18 for each $100,000 of the auditor’s market value. It would run for 10 years, beginning in 2027, with the first payment due in 2028.
The money pays for community addiction and mental health service providers and for building, renovating, maintaining and running addiction and mental health facilities in Seneca County. According to the North Central Behavioral Health Board, the levy is the same rate property owners pay now and the money stays in Seneca County. The board lists crisis and mobile crisis services, outpatient and inpatient treatment, housing help, peer support and jail mental health services among the programs it funds.
Board director Mircea Handru told WTOL 11 in September that property taxes make up about 40 percent of the agency’s budget. A yes vote continues the tax. A no vote ends it when the current levy expires.
Statewide Issue 3: voter photo ID
The one statewide question on the ballot is Issue 3, a proposed amendment to the Ohio Constitution that would require voters to show photo identification in order to vote. Ohio already requires photo ID under state law. The amendment would place the requirement in the state constitution. FFP explained the amendment in detail in an earlier article on Issue 3.
Races on the Tiffin ballot
Tiffin voters will help choose Ohio’s governor, attorney general, auditor, secretary of state and treasurer, two Ohio Supreme Court justices and a U.S. senator.
In the 5th Congressional District, Republican Bob Latta faces Democrat Brian Shaver and Libertarian Michael Veloff. In the 88th Ohio House District, Republican Gary Click faces Democrat Aaron Jones.
County races for commissioner, auditor and judge were largely settled in the May primary.
Some ballots in and around Tiffin may also carry precinct-level questions. Voters can see their exact ballot through the Ohio Secretary of State’s sample ballot lookup, which links to the Seneca County Board of Elections.
